Okęcie przed szczytem
Na Europejskie Forum Ekonomiczne przyjedzie prawie 900 gości - ludzi, którzy mają realny wpływ na ekonomię i politykę całego świata. Wśród gości znajdują się między innymi premierzy i prezydenci 19 krajów np. premier Irlandii, Matti Vanhanen, premier Finlandii, Stjepan Mesic, prezydent Chorwacji, Jorge Sampaio, prezydent Portugalii, oprócz tego szefowie różnych organizacji np. prezes Europejskiego Banku Odbudowy i Rozwoju, Jean Lemierre, i władze różnych korporacji np. wiceprezes Siemensa, Bernd A. Stecher, prezes Boeinga na Zachodnią i Północną Europę, Kees Blekxtoon, i wielu innych. Aby nikt nie zakłócił obrad Forum, władze miasta i policja wytyczyły trzy strefy. W strefie zero będzie obowiązywał zakaz ruchu - nawet pieszego - do tej strefy nie będzie miał prawa dostać się nikt niezwiązany z Forum Ekonomicznym. Strefa ta obejmuje między innymi Hotel "Sofitel Victoria", Pałac Prezydencki, Teatr Wielki, Sejm i Senat RP oraz Park Łazienkowski. Natomiast do strefy I będą mogli dostać się jedynie mieszkańcy tej strefy oraz ludzie, którzy wcześniej uzyskali przepustkę. W strefie tej nie będzie też żadnych samochodów. Strefa II - w tej strefie będzie miała miejsce wzmożona kontrola policji. Mapki [1] [2]. Wiele tras autobusów ulegnie zmianie . Problemy z komunikacją będą mieć nie tylko Warszawiacy, ale także wszyscy ci, którzy będą chcieli dojechać do Warszawy. PKP już ogłosiła, że zawiesi na czas trwania Szczytu kursowanie niektórych pociągów ekspresowych i Inter-City [1] [2]. Pojawiły się też blokady policyjne na drogach dojazdowych do Warszawy. Prawnicy uważają, że działania podejmowane przez władze miasta są niezgodne z konstytucją. Władze miasta odpowiadają, że ograniczenia w poruszaniu się w centrum miasta można wprowadzać na podstawie prawa o ruchu drogowym. Szczyt mają zabezpieczać tysiące policjantów. Policjanci będą stosować metody swoich zachodnich kolegów: między innymi będą przebierać się za alterglobalistów i wezmą czynny udział w demonstracji 29 kwietnia. Manifestanci odpowiadają, że takie zachowanie grozi prowokacją ze strony policji. W tym samym czasie, kiedy medialna histeria osiąga zenitu, a policja i władze miasta przygotowują sie do zamieszek, różne grupy alterglobalistyczne przygotowują własne konferencje. 28-30 kwietnia ma odbyć się Alternatywne Forum Ekonomiczne organizowane przez anarchistów. Jednakże policja próbuje nie dopuścić do zorganizowania imprezy. Organizatorzy Alternatywnego Forum twierdzą, że po publikacji przez Gazetę Wyborczą tekstu ,,Anarchia na Powiślu" doszło do nacisków na prezesa ZNP, co spowodowało, iż odwołał on wynajęcie lokalu organizatorom Forum, mimo wcześniej podpisanej umowy o udostępnienie sal. Podczas Alternatywnego Forum Ekonomicznego miały być przeprowadzone wykłady i dyskusje dotyczące między innymi handlu solidarnościowego, ekonomii uczestniczącej, demokracji uczestniczącej i wielu innych. (plan alternatywnego forum). Organiztorzy zapowiadają, że jeżeli nie znajdą pomieszczeń zastępczych, wykłady odbędą się na świeżym powietrzu. Również lewicowa konferencja - ,,Europa Socjalna Bez Granic" planowana na 27-28 kwietnia ma podobne problemy. Kino Praha, w którym planowana była część wykładów, wycofało się z obietnic udostępnienia swoich pomieszczeń na ten cel po odwiedzinach policji . Także Wyższa Szkoła Menedżerska, która była jednym z organizatorów wycofała sie z mozliwości udostępnienia sal. Piotr Ikonowicz z Nowej Lewicy twierdzi, że doszło do szantażu ze strony Ministerstwa Edukacji Narodowej i Sportu, które jednoznacznie dało do zrozumienia uczelni, że jeżeli będzie trwała przy pomyśle organizacji alternatywnej konferencji, to może utracić prawo do nadawania tytułu magistra. Wykłady podczas tej konferencji miały dotyczyć między innymi prywatyzacji służby zdrowia w Polsce, obrony praw pracowniczych i wielu innych tematów (plan całej konferencji). Organizatorzy zapowiadają, że zrobią wszystko, by konferencja się odbyła. Podczas antyszczytu między 29 kwietnia a 1 maja odbędą sie także Dni Antykapitalizmu organizowane przez Pracowniczą Demokrację. Podczas wykładów będą poruszane problemy między innymi globalnego kapitalizmu, poddane krytyce zostaną między innymi plan Balcerowicza oraz Hausnera. Podczas antyszczytu oprócz wykładów i dyskusji bedą miały miejsce występy teatrów. 28 kwietnia podczas Forum Teatrów Radykalnych wystąpią teatry między innymi z Polski, Włoch i Japonii. Impreza będzie odbywać sie na Polach Mokotowskich. Natomiast 29 kwietnia będzie miała miejsce główna demonstracja przeciwników Europejskiego Forum Ekonomicznego. Rozpocznie się ona na Rondzie Radosława (dawniej Rondo Babka) o godzinie 11 i potrwa aż do 17 - (trasa manifestacji). Oprócz różnorodnych organizacji, koalicji, stowarzyszeń, partii, federacji, osób niezrzeszonych w żadnej inicjatywie etc., swój udział w proteście zapowiedziały związki zawodwe. Do Warszawy przyjedzie między innymi Solidarność Rolników Indywidualnych. Protest popiera NSZZ Solidarność Mazowsze oraz Ogólnopolski Komitet Protestacyjny. Dzisiaj nikt nie podejmuje się oszacowania, ile osób weźmie udział w glównym proteście 29 kwietnia. Jest to ogromną niewiadomą. Kolejna demonstracja będzie miała miejsce 1 maja. Million Marijuana March będzie paradą na rzecz legalizacji marihuany i zmiany polityki narkotykowej. Zbiórka od godziny 14:00 na Placu Zamkowym. Parada rozpocznie się o 16. [Więcej]. W tygodniu, w którym będzie odbywał się antyszczyt będzie czynny punkt informacyjny dla wszytkich uczestników protestów zorganizowany przez Koalicję Grup Wolnościowych. Wszyscy będą mogli na miejscu otrzymać informacje o noclegach, protestach, imprezach towarzyszących i przepisach prawnych dotyczących uprawnień policji i demonstranta. Punkt będzie czynny od poniedziałku (26.IV) do soboty (1.V) w "Jadłodajni Filozoficznej" na ulicy Dobrej 33/35 (róg Dobrej i Zajęczej). Dodatkowy punkt informacyjny będzie działać na Polach Mokotowskich w dniach 28-30 IV. Oprócz punktu informacyjnego cały czas działa grupa prawna (antyrepresyjna), do której można zwracać się o pomoc w przypadku represji ze strony policji. La veille du sommet Demain, mercredi le 28 avril, le Forum économique européen (rencontre régionale du Forum économique mondial - WEF ou FEM, qui se passe tous les ans à Davos) va commencer à Varsovie. Pendant que les hommes (et très peu de femmes) politiques et les hommes (et très peu de femmes) d'affaires se préparent pour le Forum économique, les alterglobalistes s'activent dans la préparation de l'Anti-sommet : organisant des conférences alternatives, des séminaires, une manifestation unitaire contre le WEF/FEM et contre le néolibéralisme, etc. Simultanément, les autorités de la ville et la police se préparent pour s'occuper des manifestant-e-s. La plupart des médias commerciaux crée une vision des alterglobalistes comme provocateurs [1], [2], [3]. Environ 900 invité(-e)s viendront au Forum économique européen - des gens qui ont une influence réelle sur l'économie et la politique du monde entier. Parmi eux se trouvent, parmi d'autres, 19 premiers ministres et présidents nationaux, dont Bertie Ahern d'Irlande, Matti Vanhanen de la Finlande, Stjepan Mesic de la Croatie, Jorge Sampaio du Portugal, ainsi que les dirigeants de plusieurs organisations, comme par exemple, Jean Lemierre de la Banque européenne de reconstruction et de développment, et les PDG's des grandes entreprises comme le vice-président de Siemens Bernd A. Stecher, le président de Boeing pour l'Europe occidentale et septentrionale Kees Blekxtoon, et nombreux autres. Afin que personne ne dérange la tenue du Forum, les autorités de la ville et la police ont défini trois zones. Dans la zone zéro, la circulation sera entièrement interdite - même aux piétons. Cette zone sera fermée à tou-te-s qui ne sont pas lié-e-s au Forum économique. Elle inclut, par exemple, l'hôtel "Sofitel Victoria", le Palais présidentiel, le Grand Théatre, le Parlement (« Sejm ») et le Sénat de la République polonaise ainsi que le Jardin Łazienki. Ensuite, seul-e-s les habitant-e-s de la zone I ainsi que les gens avec un permis d'accès pourront y entrer. Les voitures n'y auront pas d'accès. Dans la zone II il y aura, en principe, l'accès public, mais il y aura un contrôle policier intensifié. Plans des zones [1] [2]. Les chemins de nombreuses lignes de bus ont été modifiées. Pas seulement les résident-e-s de Varsovie auront les ennuis de transport, mais aussi tou-te-s qui souhaitent aller à Varsovie. Le PKP [l'équivalent du SNCF] a déjà annoncé la suspension de certains trains express et Inter-City [1] [2]. De plus, les blocages policiers des rues acheminant vers Varsovie ont été établis. Les avocats signalent que les actions menées par les autorités de la ville de Varsovie violent la Constitution. Les autorités de la ville répondent que les limites à la circulation dans le centre ville peuvent être justifiées dans le cadre de la loi routière. Le Sommet officiel sera protégé par des milliers de policiers. Ceux-ci vont utiliser les méthodes de leurs collègues occidentaux : parmi d'autres, il vont se déguiser en faux alterglobalistes et participer dans la manifestation du 29 avril. Les manifestants répondent que ce genre d'activité est une provocation de la part de la police. Simultanément, pendant que l'hystérie médiatique monte vers son zénith, et la police et les autorités municipales font les bêtises, des divers groupes d'alterglobalistes préparent leurs propres colloques. Du 28 au 30 avril il y aura le Forum économique alternatif organisé par les anarchistes. Pourtant, la police fait son mieux pour le colloque ne puisse pas avoir lieu. Les organisateurs du Forum alternatif prétendent qu'après la publication dans le journal « Gazeta Wyborcza » d'un texte intitulé « Anarchie sur la Vistula » [pl: ,,Anarchia na Powiślu"], des pressions ont été faites sur la présidence du ZNP, qui s'est retiré de l'offre d'usage de son espace par les organisateurs du Forum, bien qu'un contrat eu été signé pour l'accès à la salle. Le Forum économique alternatif a été prévu avec des conférences et des discussions concernant le commerce solidaire, l'économie participative, la démocratie participative et nombreux autres thèmes (programme du forum alternatif). Les organisateurs répondent que si un lieu alternatif ne soit pas trouvé, les conférences seront présentées en plein air. Le colloque de gauche - « L'Europe sociale sans frontières » prévu pour le 27-28 avril a des problèmes semblables. Le Cinéma Praha, où certaines des conférences allaient se passer, s'est retiré de son engagement de fournir ses lieux pour ce but suite à une intervention policière. L'École supérieure de gestion, qui a été une des organisatrices, s'est retirée de son offre initiale d'usage de ses salles. Piotr Ikonowicz du parti politique « Nowa Lewica » [nouvelle gauche] affirme que c'est un résultat d'un chantage par le Ministère de l'éducation nationale et du sport, qui a fait savoir que si le forum alternatif prenait lieu dans l'École, elle pourrait perdre son droit d'accréditation du titre « maître » [les titres « maître », « docteur » et « habilité », correspondant aux diplômes de la maîtrise et du doctorat, et du droit à diriger la thèse d'un-e doctorant-e, sont très prisés en Pologne]. Les présentations de cette conférence concerneraient, parmi d'autres thèmes, la privatisation des services de la santé en Pologne, la défense des droits des travailleurs (programme entier). Les organisateurs répondent, qu'ils feront leur tout pour que le forum puisse avoir lieu. Entre les manifestations du 29 avril et du 1 mai vont avoir lieu aussi les Journées anti-capitalistes organisées par la Démocratie des travailleurs [pl: Pracownicza Demokracja]. Lors de ces journées des conférences vont traiter des problèmes comme celui du capitalisme global, et des critiques contre les plans économiques de Balcerowicz et d'Hausner. En tant qu'activités anti-sommet, en plus des conférences et des discussions, il y aura des activités théatrales. Le 28 avril le Forum du théatre radical va présenter, parmi d'autres, le théatre polonais, italien et japonais. Ce festival va avoir lieu dans les Pole Mokotowski [les Champs de Mokotów]. Ensuite le 29 avril il y aura la manifestation principale des opposants au Forum économique européen. Elle va commencer sur le Rondo Radosława (anciennement le Rondo Babka) à 11 heures et va continuer jusqu'à 17 heures - (chemin de la manifestation). En plus des organisations, coalitions, associations, partis politiques et fédérations très divers et les individus non associés avec une initiative quelconque, des syndicats vont participer dans les activités protestataires. Parmi d'autres, Solidarność Rolników Indywidualnych (Solidarité - des paysans individuels) va venir à Varsovie. Les manifestations sont soutenues par NSZZ Solidarność Mazowsze (Solidarité - région de Mazowsze [autour de Varsovie]) ainsi que le Comité protestataire polonais. A day before the summit On Wednesday 28 April, the European Economic Forum (EEF = regional meeting of the World Economic Forum - WEF, which takes place each year in Davos) will start in Warsaw. While politicians and businessmen (and very few businesswomen) are preparing for the EEF, alterglobalists are actively preparing the Anti-summit: organising alternative conferences, seminars, a united demonstration against the WEF and against neoliberalism etc. Meanwhile, city authorities and the police are preparing to deal with the demonstrators. Most of the mainstream media are creating a vision of alterglobalists as troublemakers [1], [2], [3]. About 900 guests will come for the European Economic Forum (EEF) - people who have a real effect on the economy and the politics of the whole world. Among them are 19 prime ministers and presidents, including Bertie Ahern from Ireland, Matti Vanhanen from Finland, Stjepan Mesic from Croatia, Jorge Sampaio from Portugal, as well as the leaders of many organisations, including, among others, Jean Lemierre of the European Bank of Reconstruction and Development, and the chief executive officers of multinationals like the vice-president of Siemens Bernd A. Stecher, the president of Boeing for Western and Northern Europe, Kees Blekxtoon, and many others. So that nobody can disturb the official forum, city authorities and the police have defined three zones. In zone zero, access is totally forbidden - even to pedestrians. This zone will be closed to everybody who is not linked to the EEF. This includes, e.g. the "Sofitel Victoria" hotel, the Presidential Palace, the Great Theatre, the Parliament ("Sejm"), the Senate of the Polish Republic and the Łazienki Park. Next, only the residents of zone I as well as people with a special access permit can enter zone I. Cars will not have access. In zone II, there will, in principle, be public access, but there will be intense police controls. Maps of the zones: [1] [2]. Many bus routes will be modified during the summits. Not only will the residents of Warsaw be perturbed by travel confusion, but so will everybody who wants to go to Warsaw. The PKP [national train company] has already announced the suspension of certain express and Inter-City trains [1] [2]. Moreover, police blocks on streets leading to Warsaw have been established. Lawyers have alerted the public that the actions by the City authorities violate the Polish Constitution. The City authorities have responded that the constraints on movement in the city centre can be justified on the basis of traffic regulations. The official Summit will be protected by thousands of police officers. They will use the methods of their Western colleagues: including disguising themselves as fake alterglobalists and participating in the 29 April demonstration. Demonstrators respond to this type of activity by saying it's a provocation by the police. Meanwhile, while the media hysteria is mounting towards its zenith, and police and city authorities make trouble, various groups of alterglobalists are preparing their own conferences. From 28th to 30 April the Alternative Economic Forum organised by anarchists is being held. However, the police have done their best to see that the forum cannot be held. The organisers of the alternative Forum claim that after the publication in the "Gazeta Wyborcza" newspaper of a text titled "Anarchy on the Vistula" [pl: ,,Anarchia na Powiślu"], pressure was made on the president of the ZNP, who withdrew his offer to use the space by the Forum organisers, despite the fact that a contract had been signed for using the hall. The Alternative Economic Forum has been planned with talks and discussions concerning fair trade, participatory economics, participatory democracy and many other themes (alternative forum program). The organisers respond that if an alternative place is not found, then the talks will be held in an open space, outside of any building. The leftist conference - "Social Europe Without Borders" planned for 27-28 April has had similar problems. The Praha Cinema, where some of the talks where going to be held, withdrew its commitment to make its rooms available for this purpose following a police raid. The Higher School of Management which had been one of the organisers, withdrew from its initial offer to use its halls. Piotr Ikonowicz from the "Nowa Lewica" [new left] political party declared that this was the result of blackmail by the Ministry of National Education and Sport, which had let it be known that if the alternative forum took place at the School, then it could lose its right to award the title of "Master" [the titles "Master", "Doctor", "Habilitowany", corresponding to university degrees of Master, Ph.D. and the right to guide a doctoral student, are highly valued in Poland]. The talks in this conference concern, among other themes, the privatisation of health services in Poland and the defence of workers' rights (full program). The organisers have responded that they're doing everything possible so that the forum can take place. Between the demonstrations of 29 April and of 1 May, there will also be the Anti-capitalist Days organised by Workers' Democracy [pl: Pracownicza Demokracja]. During these days, talks will deal with the problems of global capitalism, and criticisms of the Balcerowicz and Hausner plans for the economy. As part of the anti-summit activities, not only will there be talks and discussions, but there'll also by theatre activities. On the 28th April the Radical Theatre Forum will present, among others, Polish, Italian and Japanese theatre. The festival will take place in the Pole Mokotowski [Fields of Mokotów]. Then on the 29th April there will be the main demonstration of opponents to the EEF. It will start at the Rondo Radosława (previously Rondo Babka) at 11:00 and continue up to 17:00 - (route of the demo). In addition to very diverse organisations, coalitions, associations, political parties and federations and individuals unassociated with any organised groups, trade unions will participate in protest activities. Among others, Solidarność Rolników Indywidualnych (Solidarity - individual farmers) will come to Warsaw. The demonstrations are supported by NSZZ Solidarność Mazowsze (Solidarity - Mazowsze region [region around Warsaw]) as well as the All-Poland Protest Committee. Today, nobody can seriously estimate how many people will participate in the main demonstration of 29th April. It's completely unpredictable. The following demonstration will take place on 1 May. Everyone can find information regarding accommodation, demonstrations and other activities, parties, and legal advice documents regarding police powers and demonstrators' rights. The info point is already active from Monday (26.IV) until Saturday (1.V) at "Jadłodajni Filozoficznej" on Dobra street 33/35 (corner of Dobra and Zajęcza streets). Another info point is active at Pole Mokotów from 28-30.IV. In addition to these info points, a legal group (anti-repression), to which one can ask for help in the case of police repression, will be constantly available.
